Measuring the Emotional Economy in Europe

Sampling Europe: a collection of nation-state sampling vs. an EU sampling frame? Results of a methodological experiment

Robert Manchin used the imaginary example of George Gallup living in Philadelphia at the time when Jefferson and Madison were formulating the words of the Constitution of the United States. He proposed that with the coming of European Constitution, politics, and administration, -- through which a European political community is formed -- the time has come for starting European sampling instead of aggregating independent member state surveys to EU level. He argued that with proper optimisation it is feasible to do EU surveys that are easy to sponsor and fast to implement. Using the tools of Small Area Estimation it is even possible to extrapolate the results for member state level as well.
