EU Crime and Safety Survey

The European Crime and Safety Survey (EU ICS) was the most comprehensive analysis of crime, security and safety ever conducted in the EU. It compared levels of victimisation across the EU and measured how citizens felt about their security and safety. It analysed the relationships between the EU citizens' views on their quality of life and the levels of neighbourhood crime across the EU (EU15, Estonia, Poland and Hungary) - all independent of actual police records.

During the survey, Gallup and its partners conducted over 40,000 telephone interviews in 18 European nations. In addition, in order to reach a more representative selection of Finnish citizens, interviews were conducted using mobile phone technology. Another refinement was the development of a geo-coded database that enabled Gallup to compute small-area safety estimations and to generate "hot spot crime" maps for major cities.

Based on the research, the Consortium (Gallup, Max Planck Institute, UNICRI, CEPS/INSTEAD and GeoX.) developed online tools to assist crime prevention via digital crime maps. The European Commission co-financed the project.
